Charter Agreement

The Charter Agreement is the formal contract between Education One and a charter school's governing board. It authorizes the school to operate as a public charter school and establishes the academic, financial, organizational, and compliance expectations that guide the school throughout its charter term.

The Charter Agreement incorporates the school's approved application, Accountability Plan Performance Framework (APPF), and related exhibits, and serves as the primary document governing the relationship between Education One and the school. Education One uses the Charter Agreement to establish performance expectations, monitor school quality, ensure compliance, and inform renewal and accountability decisions.

Charter Amendments

Charter schools are expected to operate in accordance with the terms approved in their Charter Agreement and application. When a school proposes a material change to its approved model, operations, or governance structure, a Charter Amendment may be required.

Examples of changes that may require a Charter Amendment include:

    • Changes to grade levels served or enrollment structure
    • School relocation or facility changes
    • Significant modifications to the educational model or program design
    • Changes to governance structure or board composition
    • Changes involving an Educational Service Provider (ESP)
    • Revisions to the school's mission or core design elements
    • Other material changes that impact the terms of the Charter Agreement

Education One reserves the right to determine whether a proposed change constitutes a material amendment.

Submitting an Amendment Request

To initiate the amendment process, schools must complete the Charter Amendment Request Form and provide documentation demonstrating governing board approval of the proposed change.

Submission of a request does not constitute approval. Education One will review the request and may require additional information or supporting documentation before a determination is made. Depending on the nature of the amendment, approval may be granted administratively by the Executive Director or may require review and approval by the Education One Board of Directors.

Schools may not implement proposed changes until written approval has been received and any required Charter Agreement amendments have been executed.
